Sheff Wed Deals with Serious Challenges, States New Football Authority

'Our role is integral to football's future' - football oversight chief David Kogan

The Championship club's current difficulties are seen as a "major concern" and the new football authority is looking to gain the ability to investigate clubs in similar circumstances, its new chair David Kogan has declared.

In a wide-ranging interview, the chairman, who was recently selected, voiced concern towards the club's followers.

The regulator engaged with four supporters' associations connected to the Championship side this week.

The team have been struggling on and off the field in the current year, with the club failing to pay players on time on several different times, including in September.

"Evidently Wednesday represents a significant problem for EFL and a significant problem for football," the regulator explained.

"Sheffield Wednesday is one of the historic institutions for the English game and recently we have met fan representatives.

"We are seeking authority... which will enable us to take Wednesday and comparable cases submitted for our review if they need to be investigated and addressed."

Economic Challenges and Leadership Concerns

The team's struggling chairman Dejphon Chansiri indicated in the summer he would be prepared to relinquish control at their home ground, but he has failed to complete a sale with interested parties.

Delayed salary payments on time in spring months caused limitations by the English Football League (EFL) in mid-year, preventing the club from carrying out any transfers or loans for the following recruitment periods, although those limitations were removed in August.

Regulator's Perspective

Kogan said: "Our role exists to serve the fans of Sheffield Wednesday, other clubs in similar situations where supporters are loyal to a community organization that has been part of their lives in many cases.

"I have absolute sympathy for Sheffield Wednesday, as I do for every team that since 1992 have gone to the wall, or been close to going to the wall, for causes separate from the followers."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are considered unfit, Kogan said: "When asking whether 'would we intervene in the final instance?', the response would be once we collect the information and comprehend the circumstances, we will."

But the chairman emphasized that forcing owners to sell clubs would be considered the final option and the regulator would prefer to work with them.

"The final option we would consider is commence engagement with an specific team, an particular chairman, without being able to work with that chairman to fix the problems affecting the organization and the proprietor's dealing with," the chairman stated.

"But the truth is, when you review the record of football, over the past few decades there have been certain proprietors, few in number, but some who have been irresponsible in the manner they have operated their organizations and finally don't wish to take responsibility for the long-term prospects."

'Mistakes could erase significant advances'

Kogan met with officials from numerous teams to explain the responsibilities of the authority recently and maintained it represented a "proactive meeting" with a "high level of engagement" from the lower divisions to the top flight.

"The role holds considerable importance, because if errors are made, if the sport makes errors, the significant advances achieved necessary will vanish swiftly," the chairman stated.

"And that's what nobody wants in the terms of English football is a huge success story - we've got to keep it going.

"Considerable investment entering the sport and has been invested for the recent generations, because there's no guarantee it will persist in entering the game, which is among the factors explaining I think we have to adopt a precise perspective on challenges and obviously, of the coming seasons."

Elite Division Worries

Elite division representatives objected to the establishment of an oversight body because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but Kogan said: "I completely endorse the achievement and development as an commercial operation of the top division.

"I of all people understand the concern of undermining the division as a high-quality offering of England. But at the same time, if you engage with division representatives after this week's discussion, they would have had a high level of reassurance -and, indeed, they have been telling us in private they have a considerable comfort."

Ideological Links

The chairman continues to confront a "thorough examination" by the official appointments authority after he revealed he contributed money to the political party in the past.

The chairman contributed funds to Culture Secretary the minister's leadership bid, along with that of the current Prime Minister.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the chairman stated.

"I am presently disconnected from any sort of politics."
