The Former President's Progressive Alarm Overlooks The Continent's True Threat: Technological Decline.

The recent US security policy document offers a flawed view of the European Union. The document asserts that open-border policies and so-called "woke" agendas pose an existential threat to European civilization. Yet, this perspective is based on a serious misreading of the reality. The actual challenge facing Europe is not cultural but technological and economic backwardness.

The Stark Growth Divide Separating the US and Europe

Statistics paint a stark contrast. From 2008 and 2023, US GDP grew by 87%, while a mere 13.5% increase for the European Union. During this time, EU GDP per capita dropped from over three-quarters to just half of the US level. Remarkably, even the poorest US state now boasts a higher per capita income than several leading European economies like France and Italy.

Currently, roughly 50% of the world’s 50 largest tech companies are US-based, while only four are from Europe.

The Innovation Deficit: A Critical Question

This widening economic gap is driven by stronger productivity growth in the United States, fueled by technological innovation and better use of resources. The scene of world technology dominance is decidedly US-centric. In the last five decades, 241 US firms have grown into companies valued at over ten billion dollars, versus just 14 in the European continent.

This disparity prompts a vital question: In the race for future industries like semiconductors, AI, and quantum computing, what is the EU positioned? Most analysts agree it is largely a contest between two between the United States and China, with Europe starting at a clear handicap.

Underlying Factors of Europe's Technological Lag

Several major factors account for this technological divide.

  • Financing Ecosystem: The United States has a much more robust and more dynamic network for financing new ventures. Europe has yet to establish a true unified investment market, which caps the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hinder Europe. A American entrepreneur can launch a product under a single set of laws to access a consumer base of over 330 million. The EU, despite a bigger population, is divided among twenty-seven different national systems, creating huge internal barriers.
  • Mindset Differences: Attitudes toward risk-taking differ sharply. In some EU nations, business failure was once met with penalties, whereas in the United States, it is often seen as a badge of experience.
  • Defense Spending: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has weakened its ability in breakthrough innovation.

The Road Ahead: Reasons for Hopefulness

Despite these challenges, one can find causes for hope. European leaders are increasingly aware of the severe threat and have begun to advance serious reform. Notable analyses on EU competitiveness and the internal market point to the need for major reforms.

Given appropriate incentives and rule changes, Europe's strengths could support much higher degrees of business-led breakthroughs.

Europe still possesses significant advantages: skilled workforce, excellent education systems, and premier research institutions. Coupled with a large internal market and high savings rates, these elements have the potential to trigger a new wave of investment and entrepreneurship.

Crucially, even if Europe does not take the lead in developing cutting-edge technologies, it can still dramatically boost productivity by adopting and adapting innovations from other regions.

An Inflection Point

The European Union now faces a critical moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, the continent's slide in innovation has been steady. However, if it fails to take decisive action to tackle its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible loss of world influence.
